UDC Chapter 14 (Utilities), Section 14.1 (Outdoor Lighting) applies to all properties within the City of Baton Rouge and unincorporated East Baton Rouge Parish. Section 14.1.1 states the intent: to promote effective, efficient, and attractive outdoor site lighting while minimizing glare and unwanted light trespass. All newly installed or replaced exterior fixtures must be full-cutoff type, directing all emitted light downward and confining it to the development site. Street and parking-area lighting must also use full-cutoff fixtures. Pre-existing fixtures installed and permitted before UDC adoption are grandfathered. Violations are addressed through the development-review and code-compliance process administered by the Department of Development.
Non-conforming new installations must be corrected at the property owner's expense. Persistent violations may result in code-compliance citations and civil fines under the City-Parish general penalty provisions.
