Volusia County and its municipalities regulate light trespass through the LDC and zoning codes. General standard: outdoor lighting may not produce more than 0.5 foot-candles at a residential property line or 1.0 foot-candle at commercial-to-commercial lines. Security and floodlights must be aimed and shielded to illuminate only the owner's property. Motion-activated security lighting is encouraged. Holiday and decorative lighting receives a temporary exemption (roughly Nov 15 - Jan 15). Commercial parking lots must use full cutoff fixtures. On the barrier island (Daytona Beach Shores, Ponce Inlet, NSB beachside), light trespass also implicates F.S. §161.163 sea turtle protection, which elevates enforcement. Complaints are handled by code enforcement; repeated violations may be referred to the Volusia County Code Enforcement Board with liens up to $1,000/day per F.S. §162.09.
