The Town of Oro Valley Outdoor Lighting Code prohibits light trespass, defined as artificial light from one property illuminating an adjacent property beyond established limits. The ordinance sets a maximum of 0.1 foot-candles measured at the property line for residential zones, which is among the strictest limits in the Tucson metropolitan area. All exterior fixtures must be aimed and shielded so that the cone of light falls within the property boundaries. This applies to residential porch lights, security fixtures, landscape lighting, pool area lighting, and any commercial lighting adjacent to residential zones. The full-cutoff requirement (no light above horizontal) inherently reduces trespass, but fixtures must also be positioned and aimed to prevent horizontal spillover. Complaints about light trespass are investigated by the Town's code enforcement staff using a light meter at the complainant's property line. Property owners found in violation are given a compliance period to reposition, shield, or replace offending fixtures. In HOA communities, architectural review committees may impose even tighter lighting standards in CC&Rs.
Light trespass violations receive a written notice with a 15 to 30-day compliance period. Non-compliance results in fines of $100 to $500 per fixture per day. Repeat offenders may face escalating fines up to $1,000 per day.
