Section 160.491 of the Sioux Falls Unified Development Code (Chapter 160: Zoning) limits outdoor light trespass onto residential property. The maximum illuminance at a property line adjacent to DD (Detached Dwelling) or AD (Attached Dwelling) zones is 3 foot-candles, measured 3 feet above grade. Luminaires exceeding 2,220 lumens within 150 feet of residential zones must use fully shielded cutoff fixtures. Canopy-mounted fixtures must be fully shielded. Fixture heights near residentially zoned property may not exceed 28 feet above grade. Focus or accent lighting may be exempt from shielding requirements. Enforcement is by City Code Enforcement and Planning & Development.
Violations of Β§ 160.491 are subject to zoning enforcement action: notice of violation, compliance order, and civil penalties under the general zoning penalty provisions of Chapter 160. Continued violations may result in escalating daily fines.
