Contra Costa County's Division 430 establishes an abatement program for abandoned, wrecked, dismantled, or inoperative vehicles on public or private property. Code Enforcement may order removal and recover costs.
Per Contra Costa County Ordinance Code Title 4, Division 430 (Abandoned Vehicles) - including Chapter 430-4 (Definitions), Chapter 430-6 (Administration and Enforcement) and Chapter 430-8 (Hearing and Appeal) - the accumulation and storage of abandoned, wrecked, dismantled, or inoperative vehicles on public or private property is declared a public nuisance subject to abatement. Sec. 430-6.008 separately addresses inoperable nontowable vehicles that are incapable of being towed and have a value of less than two hundred dollars. Abandoned vehicles on public streets, highways, and private roads should be reported to the Sheriff's Department, while abandoned vehicles on private property should be reported to county Code Enforcement.
After notice and hearing, the county may order abatement (removal) of the vehicle and recover costs from the property owner and/or vehicle owner. Costs may become a lien against the property.
