Solano County Code Chapter 6.5 (Abandoned, Wrecked, Dismantled or Inoperative Vehicles) makes it a misdemeanor to keep any inoperable vehicle on public or private property in unincorporated Solano County for more than ten days unless it is completely enclosed within a building.
Chapter 6.5 of the Solano County Code declares that any vehicle or vehicle part in an abandoned, wrecked, dismantled, or inoperative condition on public or private property constitutes a public nuisance that promotes blight, attracts plundering, creates fire hazards, and is injurious to public health and safety. It is unlawful and a misdemeanor for any person to abandon, park, store, or leave such a vehicle for a period in excess of ten days unless it is completely enclosed within a building in a lawful manner where it is not visible from the street or other public or private property. Limited exceptions apply for licensed dismantlers, licensed vehicle dealers, junk dealers, and vehicles necessary to lawful agricultural pursuits or commercial enterprise. The Director of Environmental Management or designee administers and enforces the chapter, and may issue a fifteen-day notice of intention to abate and remove a violating vehicle as a public nuisance.
A violation of Chapter 6.5 is a misdemeanor. After a 15-day notice and any requested hearing, the County may enter the property, remove the vehicle, and recover removal and administrative costs as a special assessment or lien against the property under Β§6.5-3 and Β§6.5-4 procedures.
