Under ORS 819.110, a vehicle is subject to abandoned-vehicle removal when it is inoperable, unlicensed, or has been left standing for an extended period. The Washington County Sheriff's Office handles abandoned vehicles on public rights-of-way in unincorporated areas. Procedure: deputy tags the vehicle, owner has 24 hours to remove it, then it may be towed to a contracted tow yard. Tow lien attaches for towing and storage costs. The Sheriff does not tow from private property. Private property owners use ORS 98.830: post a notice, notify the registered owner by mail, wait the statutory period, then engage a tow company. Vehicles stored on private property in unincorporated areas must be operable, licensed, and current on tags if visible from the street or in a setback (CDC 413, Chapter 8.16).
