Volusia County Code Ch. 22 (Nuisance) and Ch. 74 (Traffic), combined with FL §705.103 (abandoned property on public right-of-way), govern abandoned vehicle enforcement. A vehicle is deemed abandoned if left on public property for more than 48-72 hours, or if stored on private property inoperable, unregistered, or without current tags and visible from the street. Code enforcement officers affix a notice to the vehicle and send certified mail to the registered owner per FL §705.103. After the notice period, vehicles are towed to a licensed storage facility. On private property within Volusia, inoperable vehicles must be stored in an enclosed garage or behind a solid fence or hedge at least 6 feet tall. Daytona Beach Code §22-45, DeLand Code, Ormond Beach Code, NSB, and Deltona all have parallel provisions. Vehicles being actively restored may qualify for exemption with documentation.
