In East Honolulu, abandoned vehicles commonly appear near Koko Head crater trailhead parking and along Kalanianaole Highway pullouts. Owners can be billed storage, tow, and disposal costs administered through the Abandoned Vehicle Disposal Fund at ROH Chapter 29 Article 20.
