No person shall permit the accumulation on his property of lumber, boxes, barrels, bottles, cans, bricks, stones, containers, old appliances, abandoned motor vehicles or other similar objects and materials which may provide harborage or breeding places for mosquitoes, vermin or rats. ... Upon failure to comply with the terms of the notice, the county may enter upon the premises and cause the accumulation which constitutes a violation of this section to be removed or corrected, and the county may charge the expense thereof to the owner of the premises.
