Both Lincoln Municipal Code and Nebraska statute deem a vehicle abandoned after set periods: six hours with no plates on public property, 24 hours where parking is not permitted, 48 hours after parking becomes illegal, or seven days on private property without permission.
Lincoln Municipal Code 10.42.020 mirrors Nebraska Revised Statute 60-1901, which is quoted here verbatim: a motor vehicle is abandoned if left unattended, with no license plates affixed, for more than six hours on any public property; for more than 24 hours on any public property except where parking is legally permitted; for more than 48 hours after the parking of such vehicle has become illegal; or for more than seven days on private property if left initially without permission of the owner. The Lincoln Police Department notifies the last-registered owner and lienholder; title passes to the city if unclaimed after the statutory notice period.
A person reclaiming an abandoned vehicle must pay the cost of removal and storage; unclaimed vehicles are sold at public auction and title vests in the City of Lincoln.
