Abandoning a vehicle is prohibited statewide under the Pennsylvania Vehicle Code. 75 Pa.C.S. §3712 bars abandoning a vehicle on any highway or on public or private property without consent. A vehicle unattended over 48 hours can be presumed abandoned under §102. Removal is handled by municipal police and authorized salvors.
Pennsylvania law, not the county, sets the abandoned-vehicle rule. Under 75 Pa.C.S. §3712 no person may abandon a vehicle on any highway, or on public or private property without the owner's consent. A vehicle is presumed abandoned under 75 Pa.C.S. §102 when it is inoperable and left unattended on a highway or public property for more than 48 hours, or remains on private property without consent for more than 24 hours. Enforcement and towing are carried out by the local police department and PennDOT-authorized salvors (75 Pa.C.S. §7301 et seq.). A first §3712 offense is a summary offense with a $500 fine plus disposal costs; second offense $1,000 plus costs; third or subsequent offense is a third-degree misdemeanor plus disposal costs.
