Pottstown, PA Parking Rules: Abandoned Vehicles (2026)

8 amends the International Property Maintenance Code, 2018 Edition, within Chapter 5, Code Enforcement, Part 3, and reaches any premises in the Borough, not just a driveway or yard visible from the street. The rule bans keeping a vehicle that is inoperative, unregistered, uninspected or unlicensed anywhere on the property, and separately limits how long a vehicle can sit in a state of major disassembly, being stripped, or being dismantled: 30 days is the outer limit before the condition itself becomes a violation, regardless of registration status.

The section also bars painting a vehicle anywhere other than an approved spray booth, closing off do-it-yourself paint jobs performed in a driveway or yard. Council built in one exception: a vehicle of any type may undergo a full overhaul, including bodywork, as long as the work happens inside a structure or a similarly enclosed and approved area, so a homeowner working on a car inside a garage stays compliant even if the same project sitting in the open driveway for a month would not.

The Licensing and Inspections Department's Code Enforcement Officer administers the section, alongside the Borough's other Property Maintenance Code amendments covering weeds, address numbering and premises identification.
