Pottstown, PA Parking Rules: Curb Color Rules (2026)

Section 213, enacted with Ordinance 2172 on January 8, 2018, flatly bars any person from painting or having painted the surface of a public sidewalk or curb in the Borough "for any cause whatsoever," a blanket rule that reaches everything from a homeowner painting a curb number to a business marking off a private loading zone in color. The only party the code lets paint a curb is the Borough itself, acting through its own authorities, and only when doing so is, in the Borough's discretion, beneficial to the public and a proper exercise of the police power for health, safety or welfare, language that covers official markings such as fire-lane or accessible-parking curbs the Borough itself commissions.

A resident or contractor who paints a curb without that official sanction is in violation the moment the paint goes down. Once the Borough identifies unauthorized painting, Section 213(2) requires the property owner to remove it and gives the owner 24 hours after notice to do so; if the paint is still there after 24 hours, the Borough removes it itself and adds the removal cost plus a 10% charge to the property owner's account. The rule sits alongside the Section 208 sidewalk-repair duty and the Section 212 snow-removal duty in the same Part, all enforced through the Licensing and Inspection Department and, for repeat conduct, through summary citation.
