Borough Council added it by Ordinance 2054 on November 10, 2008, closing a gap the earlier sections did not cover: physically claiming a public parking space with an object rather than a vehicle. The text is broad on purpose. It bans 'any type' of object, cones, garbage cans and chairs are named examples, not an exhaustive list, and it applies 'for any other purpose,' so the rule is not limited to the snow-shoveling scenario that usually prompts it.

It covers every public street and alley in the Borough, not just Downtown or residential blocks, and it runs year-round rather than only during declared snow emergencies, which are separately addressed in Chapter 15, Part 8. 3 is not one of the provisions specifically scheduled a fine in Section 410, a violation falls under Section 410, Subsection 9, the Part 4 catch-all: police officers or parking enforcement personnel report the violation, the section violated, the vehicle's license number, and the location. Under that same subsection, paying $25 to the Pottstown Police Department within 20 days resolves the matter without further prosecution; missing that window exposes the responsible party to the full fine, costs, and, in default of payment, up to five days' imprisonment.
