' Once declared, the Borough announces it, and later its end, through radio, newspaper or other available media rather than street-by-street signage alone. Section 802 then imposes two separate duties for the length of the emergency: no one may park a vehicle, or leave one parked, anywhere on a route listed in Section 803, and anyone driving on those routes must have the vehicle equipped with snow tires or chains. Section 803 names the routes by street segment, including stretches of Adams, Beech, Berks, Center, Charlotte, Cross, Farmington, Hanover, Jackson, Keim, King, Madison, Manatawny, Moser, Prospect, Reynolds, South, State, Walnut, Washington and Wilson, covering the Borough's main arteries rather than every residential block.

Because the ban is tied to a declared emergency rather than a calendar season, a route can be clear of restriction for an entire winter if the Borough Manager never declares one, and the restriction lifts as soon as the emergency is announced over.
