City Code § 12-18 makes it unlawful for any lot or parcel in the city to contain an automobile, boat, or other vehicle that is abandoned, junked, disabled, wrecked, discarded, inoperative, or dismantled, in a state of disrepair or incapable of being lawfully operated on a public road, or carrying an expired or missing license plate. The ban doesn't apply to vehicles kept for a licensed business or inside a fully closed garage. Under § 12-19, the city gives 20 days' notice to the vehicle or property owner before pursuing removal.
