The City of Albany Code Chapter 353 (Vehicles and Traffic) authorizes Department of General Services and APD to tag and tow after 48 hours on residential streets. Towns of Colonie, Bethlehem, and Guilderland adopt similar 72-hour rules via their town codes. On private property, unregistered or inoperable vehicles stored outdoors constitute a junkyard under NY General Municipal Law Β§136 and local zoning; they must be garaged or fully screened by a solid 6-foot fence. Albany County Code Part II regulates junkyards at the county level requiring licensing. Vehicles with expired registration over 30 days or no license plates are presumed abandoned per VTL Β§1224(2).
