This is a real county power. Under Texas Transportation Code sec. 683.002, a vehicle left too long on public or private property is abandoned and can be taken and sold. Galveston County and its cities both enforce it; junked, inoperable vehicles visible from the street are a separate nuisance under
Unlike zoning, abandoned-vehicle abatement is squarely a Texas county power. Section 683.002 defines a motor vehicle as abandoned if it is inoperable, over five years old and left unattended on public property over 48 hours; has remained illegally on public property over 48 hours; or has stayed on private property without the owner's consent over 48 hours. Separately, a junked vehicle (wrecked, dismantled, or inoperable 72 hours on public / 30 days on private property) that is visible from a public place is a public nuisance under sec. 683.072 that the county or city may remove. League City enforces junk vehicles under city Code 86-122.
Abandoned vehicles are impounded and may be auctioned; a junked-vehicle nuisance can be abated and removed, with the owner cited and billed for removal costs.
