Under Iowa Code 321.89 an 'abandoned vehicle' includes one left unattended or illegally on public property over 24 hours, or unlawfully parked on private property over 24 hours; the police authority sends certified-mail notice and, after a 10-day reclaim window, may sell the vehicle or send it to a demolisher. On private property, Polk County's Health Nuisance Regulation makes it a nuisance to store any unlicensed, unsafe or inoperable boat or motor vehicle outdoors outside an enclosed building. Code enforcement typically issues a 30-day courtesy letter, then a 21-day abatement notice; unresolved violations are abated by the County with costs assessed to the property.
