Under Spokane Municipal Code 16A.64 and Washington RCW 46.55, a vehicle is presumed abandoned if it sits on public right-of-way more than 24 hours after a police tag or is inoperable/unregistered on private property visible from the street. Parking Services and SPD can attach a 24-hour notice; if not moved, the vehicle is towed by a registered tow operator. On private property, SMC 10.08 (nuisance) treats junk vehicles (wrecked, dismantled, or without current tabs visible) as public nuisances subject to abatement. Owners must pay tow and storage costs. Hulks and junk cars stored indoors or screened from view are exempt. Registered operable vehicles with current tabs are generally not treated as abandoned.
