Any Vehicle that is moved from a location on public property and re-parked within seven hundred (700) feet of the same location within any twenty-four (24) hour period is considered continuous parking... "Inoperable Motor Vehicle" means any Motor Vehicle that: a) Does not have a current license plate and validation tab (renewal sticker) lawfully affixed thereto; b) Is apparently inoperable due to being wholly or partially wrecked or dismantled; or c) Suffers any defect that prevents the Motor Vehicle from moving under its own power in a safe and lawful manner on public streets and highways... A person is prohibited from parking an Abandoned Vehicle or Inoperable Motor Vehicle on public property... Violations of Article III, irrespective of location, are subject to the following penalty schedule: First Offense: $15; Second Offense: $30; Third and Subsequent Offenses: $60.
Full Breakdown
Ordinance 2024-1 defines an Abandoned Vehicle as one left in a single location on public property without the owner's consent for a continuous period of more than 72 hours; moving it and re-parking within 700 feet of the same spot within 24 hours still counts as continuous parking, so it doesn't reset the clock. The definition excludes an operable, currently licensed and registered vehicle parked on a street near the address where it's registered, as long as that address is in unincorporated Boulder County and within 700 feet as measured along connecting streets.
Separately, an Inoperable Motor Vehicle is any motor vehicle missing a current license plate and validation tab, wholly or partially wrecked or dismantled, or suffering any defect that keeps it from moving safely under its own power on public streets. 9 bans parking either an Abandoned Vehicle or an Inoperable Motor Vehicle on public property, full stop. § 30-15-402(2)(a). 2(c) requires the Sheriff's Office to make reasonable efforts to notify the owner and give them 72 hours to move the vehicle to a lawful location before it can be towed.
Violations & Fines
A first abandoned or inoperable vehicle citation on public property runs $15, $30 for a second offense, and $60 for every offense after that, plus a mandatory $10 court surcharge. When impoundment, not just a citation, is on the table, the Sheriff's Office must try to notify the owner and give them 72 hours to move the vehicle before it can be towed.
