Yavapai County uses Arizona Revised Statutes Title 28 for abandoned vehicles in public rights-of-way and the county Weeds and Trash Ordinance 1997-2 for inoperable vehicles stored on private property as a nuisance.
On public roadways, vehicles are removed under ARS sections 28-4801 through 28-4837. Leaving a vehicle unattended for 48 hours in a public right-of-way, or 72 hours on public or private property, is prima facie evidence of abandonment. The registered owner is charged an abandonment fee of $500 on private property or right-of-way, or $600 on federal, state, or park land. On private parcels, junked or inoperable vehicles that create a nuisance are abated by Code Enforcement under Ordinance 1997-2, with abatement costs assessed against the property as a recorded lien.
Civil sanctions under Ordinance 1997-2 plus actual abatement costs assessed as a lien recorded with the County Recorder. ARS abandonment fees of $500 or $600 apply on rights-of-way and public lands.
