Napa County has not adopted a stand-alone weight-based ordinance restricting commercial vehicle parking in residential districts; the controlling rules are California Vehicle Code Section 22507.5 (authorizing such restrictions for vehicles over 10,000 lbs in residential districts) and the off-street parking and zoning provisions of Napa County Code Title 18, which require commercial uses to provide their own off-street parking and loading facilities under Chapter 18.110.
Commercial vehicle parking in unincorporated Napa County is controlled by a combination of state law and the County's zoning ordinance. California Vehicle Code Section 22507.5(a) allows local authorities to restrict the parking of commercial vehicles weighing 10,000 pounds or more in residential districts; Napa County has the authority to do so but has not enacted a stand-alone county-wide weight-based on-street prohibition (the Good Neighbor Resources page restates only the State 72-hour and registration rules). Off-street commercial-vehicle parking and loading at commercial and industrial sites are governed by Napa County Code Chapter 18.110 (Off-Street Parking and Loading Facilities); Section 18.110.040 requires that approximately 35 percent of required parking spaces be designed for compact or small cars and addresses shared parking, bicycle parking, and parking maximums. The Napa County Road and Street Standards (Section 9) cross-reference Chapter 18.110 and Chapter 18.104 for parking and loading at new commercial development. Contractor's Storage as a commercial use is allowed in the General Commercial (GC), Commercial Neighborhood (CN), and Marine Commercial (MC) zoning districts in Lake Berryessa with a Use Permit per the County's Summary of Allowable Uses by Zoning District; it is not permitted in the Agricultural Preserve (AP), Agricultural Watershed (AW), or Residential districts. State law also gives peace officers authority to remove unregistered, abandoned, or hazardous vehicles under CVC Sections 22651 and 22669, regardless of weight class.
Commercial vehicles parked in violation of CVC §22651 (e.g., obstructing traffic, blocking driveways or hydrants, registration expired more than six months) may be removed and impounded. Off-street commercial parking violations on private property are enforced as zoning violations by Napa County Code Compliance (707-253-4675). Contractor's-yard or commercial-storage use without the required Use Permit constitutes a zoning violation subject to abatement under Title 18.
