3(a) sets the baseline storage capacity for a private garage as a customary accessory use to a dwelling: up to 4 automobiles for a one- or two-family dwelling, 2 automobiles per unit for a multi-family dwelling, and 1½ automobiles per sleeping room for a group dwelling. 3(b) extends that same cap to any outdoor parking area for motor vehicles, so an outdoor area cannot exceed the storage capacity that would apply if the vehicles were garaged, and it adds a separate limit specific to commercial vehicles: outdoor parking space may not be used for more than one commercial vehicle per family residing on the premises.

Together the two subsections mean a homeowner can store ordinary passenger vehicles up to the garage-equivalent count, but only a single commercial truck or work vehicle can sit outside at a time, regardless of how many are titled to the household. 3(l)(4)(b).
