No person shall stop, park or leave standing during the hours of 8:00 p.m. through 6:00 a.m. any commercial vehicle, whether attended or unattended, except when necessary to avoid conflict with other traffic, in a designated residential area if such commercial vehicle has or exceeds an unladen weight rating of ten thousand (10,000) pounds or more. Such prohibition shall not apply to any commercial vehicle making pickups or deliveries of goods... or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building... for which a building permit has previously been obtained.
