Under WCC Chapter 70, official traffic-control devices and markings, including curb parking restrictions, are placed by the county. WCC 70.410 lets the Board of County Commissioners restrict stopping, standing or parking by posting devices, and makes disobeying them unlawful. Washoe County code also declares that no private person may place or maintain a sign, signal or marking that purports to direct traffic or hides an official device; every such unauthorized marking is a public nuisance the Board may remove without notice. Residents may not paint their own 'no parking' curbs; requests go to Public Works.
Placing or interfering with official markings is a Chapter 70 misdemeanor (WCC 70.600 / WCC 125.050); unauthorized markings are abated as a public nuisance and removed by the county without notice.
