Catoosa County, GA Parking Rules: Driveway Rules (2026)

UDC § 6.04.03(A) requires Public Works Department approval before any driveway connecting to a public street, public right-of-way or public property is repaired or installed anywhere in unincorporated Catoosa County. If the driveway ties into a State Route or U.S. numbered highway, the applicant additionally needs approval from the Georgia Department of Transportation before work begins. Applications go to the Public Works Department for processing against Standard Detail 213, the county's engineering drawing for driveway construction, and approved permits are issued by the Public Works Director or a designated staff member (§ 6.04.03(B)).

The permit does not last indefinitely: § 6.04.03(C) sets a hard expiration, work must start within 90 days of issuance and be completed within 6 months, or the permit lapses and a new one must be obtained before the work can begin or finish. This driveway permit sits inside Article VI's broader Right-of-Way Protection scheme (§ 6.04.00), whose stated purpose is to protect citizens, the environment and county infrastructure by requiring permits and bonds before anyone disturbs a county road right-of-way. A related road use permit under § 6.04.02 separately governs utility work, pipes, cables and similar installations within the right-of-way, but driveway connections are handled specifically through § 6.04.03.

Pavement patching for any driveway repair that disturbs the road surface must also meet the technical standards in § 6.04.05, including minimum base and pavement thicknesses for driveway aprons. Because the driveway permit process falls under the general Right-of-Way Protection article, penalties for building or repairing a driveway without the required approval are enforced under the misdemeanor penalty framework in Article IX of the UDC.
