Colusa County Code Section 12A-14 ('Driveways - Blocking prohibited') states that no person shall stop, park, or leave standing any vehicle in front of a public or private driveway, except that a bus or taxicab may stop to load or unload passengers. Where a private driveway entrance is not delineated by an opening in the curb, the ordinance treats the surface that is paved, surfaced, or otherwise plainly marked by vehicle use as a driveway entrance as the protected driveway. Related access provisions reinforce driveway and ramp clearance: Section 12A-27 prohibits parking in front of a curb that has been cut down or lowered for wheelchair accessibility, and bars parking within three feet of a sidewalk access ramp next to a crosswalk where marked by sign or red paint. Section 12A-28 separately prohibits parking on any sidewalk. The county code does not set a specific permit scheme for residential driveway aprons; encroachments on county road rights-of-way are governed separately under Chapter 29 (Encroachments).
Enforced by the Colusa County Sheriff's Department and CHP via notice of violation under California Vehicle Code Section 40202 (Section 12A-38). The board of supervisors sets civil penalties, late fees, and administrative charges by resolution (Section 12A-39). In an emergency, the offending vehicle may be towed and impounded.
