Chester County sets no countywide rule on driveway parking, driveway aprons or curb cuts—these are handled by your borough or township, with PennDOT permitting driveways onto state routes. Check your municipal code for surface, setback and blocking-the-sidewalk rules.
How you may use a residential driveway—number of vehicles, paving, front-yard parking bans and curb-cut permits—is governed by municipal zoning and property-maintenance ordinances in Pennsylvania, not by the county. Under the Municipalities Planning Code, boroughs and townships set these standards. Driveway access onto a state highway requires a PennDOT Highway Occupancy Permit rather than a county approval. Many municipalities also prohibit parking that blocks a public sidewalk. On county park property, driving or parking on any lawn is prohibited unless authorized by the Parks Department.
Municipal code-enforcement citations apply for illegal front-yard parking, unpermitted curb cuts or blocked sidewalks. PennDOT enforces unpermitted state-route driveways.
