Under the Coordinated Development Ordinance, off-street parking and vehicular-use areas in every zoning district, including the suburban and semi-urban residential districts where single-family homes sit, must be surfaced, graded, and built with Portland cement concrete or asphalt, protecting against potholes, erosion, and dust (§ 28-3-17). A narrow exception lets up to 20 percent of a required lot use a permeable surface outside drive aisles. Separately, § 28-3-14 bars parking a vehicle within a driveway approach or across a public sidewalk, and requires driveways and parking surfaces to be kept in good condition with visible markings.
