Jefferson County, AL Parking Rules: Driveway Rules (2026)

Jefferson County's Zoning Regulations create the Traditional Village District (TVD) as a planned development district under Section 714, and its General Regulations and Guidelines set the parking standard for every residential lot inside a TVD project. Paragraph c, headed "Parking," splits the rule by use: commercial uses in the district follow their own standard parking calculations, with the code explicitly inviting on-street parking and shared-parking arrangements to reduce the total spaces built. Residential parking gets no such flexibility; the text confines it to "rear yard driveways, garages, and/or alleyways," which as a practical matter forbids parking a car, truck, trailer or any other vehicle in a front yard or visible from the street front.

The same section allows shared surface lots or parking decks for the development as a whole, but caps deck height at the height of adjacent buildings, requires ingress and egress on the same side of the structure, and keeps shared lots from fronting an exterior road. Any shared-parking arrangement needs a Shared Parking Study, prepared to Urban Land Institute or Institute of Transportation Engineers methodology and approved by the County Engineer or Traffic Engineer, and shared spaces must sit within 300 feet of the use they serve with pedestrian connectivity back to it.

The identical rear-yard-only standard is repeated for the Town Center Development (TCD) District under Section 715's General Regulations and Guidelines, so both of the county's traditional-neighborhood planned districts share this front-yard parking ban. The rule reaches only land actually rezoned into a TVD or TCD; it is a condition attached to that rezoning, adopted as part of the Zoning Regulations the County Commission approved on October 9, 2025, and does not itself describe parking standards for the county's standard R-1, R-2, R-5 or R-6 residential districts.
