Baltimore County applies Maryland's Rules of the Road, so Md. Transportation Article Section 21-1003 controls driveways: a person may not stand or park a vehicle in front of a private driveway without the consent of the owner or occupant. This lets residents have vehicles blocking their driveway ticketed or towed. On the property side, BCZR Section 431 requires that a vehicle parked on residential property be situated on a concrete, asphalt-paved, or otherwise durable and dustless surface intended for parking, in certain designated areas of the county, so parking on lawns or bare dirt can be a zoning violation.
