Richland County restricts inoperable vehicles in yards: any motor vehicle or trailer that cannot move under its own power or is not street-legal may not be stored on a residential or commercial lot for more than 30 consecutive days unless it is kept in an enclosed garage or carport.
Sec. 17-10 of the county code targets non-operational vehicles left in driveways and yards. A vehicle or trailer that is not capable of operating under South Carolina law, or cannot move under its own power, cannot be stored, parked or located on a lot in any residential or commercial zoning district of the unincorporated county for more than 30 consecutive days unless enclosed in a garage or carport. Rural parcels of three acres or more are excepted. Recreational-vehicle placement in the front and side yards is separately restricted by the same section.
