Anne Arundel County requires electrical permits for Level 2 EV chargers and follows the 2018 IBC/IRC EV-ready provisions adopted statewide. Maryland RP Β§2-121 blocks HOAs from prohibiting owner-installed chargers. BGE offers a managed-charger rebate program.
Residential Level 2 EV charger installations in Anne Arundel County require an electrical permit from Inspections & Permits (online through the E-Permit portal). The installation must meet NEC 2020 Article 625, with a dedicated 40A (typical) or 50A circuit, GFCI protection at the receptacle or charger, and, for hardwired chargers, a disconnect within sight. EV-ready parking is required in new multifamily construction under the 2018 IBC (as adopted by Maryland) and the 2021 IECC β typically 20% of spaces must have conduit and panel capacity for future chargers, consistent with EmPOWER Maryland goals. Maryland Real Property Β§2-121 prohibits HOAs and condominiums from banning or unreasonably restricting owner-installed EV chargers on owner property or owner-assigned parking. BGE offers the EVsmart Smart Charger Rebate ($300 for a qualifying Level 2 unit) and a managed charging discount. Public DC fast chargers are installed at the Arundel Mills area, BWI, Annapolis Town Center, and along the MD-2 and US-50/301 corridors under the NEVI program.
Unpermitted electrical work: stop-work order and double-fee retroactive permit plus fines up to $1,000. NEC 625 violations: correction order. HOA blocking in violation of Β§2-121: homeowner may recover attorney's fees in enforcement action.
