Shasta County zoning Code Section 17.86.145, added by Ordinance No. 2026-01, addresses how off-street parking spaces fitted with electric-vehicle charging stations are counted and dimensioned. The county relies on the statewide streamlined EV-permitting law for installation approvals.
Shasta County's off-street parking chapter now includes a dedicated electric-vehicle charging provision. Code Section 17.86.145, adopted by Ordinance No. 2026-01 on February 24, 2026, provides that off-street parking spaces equipped with electric-vehicle charging stations for plug-in electric vehicles must meet or exceed the minimum dimension and design standards for parking spaces in Code Section 17.86.150, and that, regardless of size, each such space counts as one parking space toward the parking requirements in Code Section 17.86.140. The one exception: if an EV charging station or its associated equipment interferes with, reduces, eliminates, or otherwise impacts the parking spaces required for an existing use, the county must reduce the number of required parking spaces for that existing use by the amount needed to accommodate the charging equipment. In practice this means adding EV charging to an existing lot does not trigger a parking-count shortfall under the zoning code. Installation of EV charging stations themselves is governed by California's expedited permitting requirements for electric-vehicle charging stations, and building permits are issued through the Shasta County Building Division. The county code does not impose a special parking time limit or fee for EV charging at private facilities.
Providing an EV charging space that does not meet the dimension and design standards of Code Section 17.86.150, or miscounting EV spaces toward required parking under Section 17.86.140, is a zoning compliance matter handled by Resource Management.
