Paramus adopts the New Jersey model EV ordinance, requiring make-ready spaces in new parking lots, EVSE bollard protection, 24-hour reporting contacts, and treating chargers as permitted accessory uses borough-wide.
Paramus' EVSE article aligns with P.L. 2021, c.171 and the New Jersey DCA model ordinance. All newly constructed parking areas, except those serving one- and two-family dwellings, must comply. Publicly accessible EVSE must be protected by concrete-filled steel bollards or set back at least 24 inches from non-mountable curbs. Charging cords cannot cross driveways, sidewalks, or unloading areas. Owners must provide a 24-hour on-call contact for outages and report geographic location, install date, equipment model, and contact info to the Borough. EVSE and make-ready spaces are permitted accessory uses in all business zones and at gas stations or retail sites in any zoning district, requiring no variance.
Non-compliance can delay zoning permits and certificates of occupancy; ongoing maintenance failures can trigger Code Enforcement orders and Β§ 1-15 penalties up to $2,000 per offense.
