Thurston County, WA Parking Rules: EV Charging (2026)

Thurston County Code § 21.55.030 makes electric vehicle charging stations an allowed use alongside any primary permitted use in every zoning designation: residential, commercial, or industrial. New residential construction bundles the charging station into the underlying building permit, while retrofitting a single-family home for a charging station triggers only an electrical permit under TCC § 21.55.035. Commercial retrofits go through Site Plan Review. Design standards in § 21.55.040 call for signage identifying the stalls, wayfinding signs at lot entrances, adequate lighting, and disclosure of voltage, amperage, and fees at the station. Battery exchange stations are barred from residential and critical-area zones.
