As the heart of Silicon Valley, Santa Clara County has adopted some of California's fastest residential EV charger permitting processes. Under AB 1236 (Government Code 65850.7), the county must approve Level 2 home charger permits within 1-5 business days through an expedited ministerial review, and most single-family installations qualify for over-the-counter approval. California Civil Code 4745 prohibits HOAs from blocking homeowners from installing EV chargers in their designated parking spaces, and Civil Code 1947.6 gives tenants similar rights in rental properties with dedicated parking. New multi-family construction must provide EV-ready spaces under Title 24 CALGreen standards (typically 10 percent of parking capable, plus additional ready and installed). Public EV charging stations in county parking lots cannot be ICE-blocked (non-EV parking in a charging space), though enforcement varies. The county participates in regional programs through Silicon Valley Clean Energy.
