Austin, TX Parking Rules: Loading Zones (2026)

City Code Sec. 12-5-12 covers a commercial vehicle loading or unloading from a metered parking space, a marked commercial loading zone, or a curb-side travel lane anywhere in Austin except roadways under state jurisdiction, including the University of Texas campus and the Capitol Complex bounded by Lavaca Street, Martin Luther King Jr. Boulevard, Trinity Street, and 10th Street. The director of the Austin Transportation and Public Works Department issues the loading permit, and Subsection (D) leaves the permit fee to a separate fee ordinance. A commercial vehicle does not need the permit if it is parked in a signed loading zone for less than the posted time limit, or in a metered space with the meter fee paid.

Once a permit is issued, the vehicle must display it where it can be read from outside the vehicle, stay within the permitted time, and avoid blocking the adjacent travel lane, a bike lane, a crosswalk, an alley, or a handicapped space. Subsection (E) directs the director to restrict loading and unloading hours from a curb-side travel lane specifically to reduce peak-hour congestion, so a valid permit can still be time-limited by posted signage. The companion delivery-vehicle rule in Sec. 12-5-5 requires the commercial enterprise's name to be displayed on the vehicle, either painted permanently in two-inch letters on each side or posted on a temporary sign at least eight by 24 inches.

Chapter 12-5's consolidated fine schedule, adopted by Sec. 12-5-90, sets standard and early-payment civil fines for each type of loading violation, and a hearing officer at municipal court handles fine disputes and reduced-fee arrangements; fines cannot be waived outright. If a vehicle is cited for more than one parking violation at once, the officer issues the citation carrying the highest fine.
