Under the county parking ordinance, brief stops to load or unload passengers or property are exempt from "parking." Even oversized Major Motor Vehicles may stop on a county road for the purpose of loading, unloading, or other immediate active use.
"Park" or "Parking" is defined as standing a vehicle other than very briefly while actually engaged in loading or unloading property or passengers, so an active loading stop is not treated as parking. Section J.1 expressly lets a Major Motor Vehicle stop on a Highway for loading, unloading, or immediate active use. The ordinance does not create signed public loading zones for residents; posted restrictions and traffic-control devices govern where stopping is limited. Incorporated cities designate their own commercial loading zones under municipal code.
Stopping beyond the brief loading/unloading window becomes unlawful parking where restricted: a class 2 petty offense fined $25 (rising to $35/$50), with possible impoundment.
