Loading zones in Arvada are created by signage rather than a blanket ordinance: Sec. 54-155(b), "Parking violations involving signage, generally," makes it unlawful to park, stand, or stop a vehicle in any manner that violates a posted 'loading,' 'unloading,' 'passenger pick up,' or 'drop off' sign. Sec. 54-151 defines the underlying activity narrowly: "loading and/or unloading means the continuous and uninterrupted activity of placing property into or removing property from a vehicle, or the receiving or discharging of passengers from a vehicle," so idling in a loading zone without actively loading is a violation.

The Model Traffic Code appendix at Sec. " Every parking citation issued under this division, per Sec. " Because Sec. 54-161 classifies signage-based parking violations as civil rather than criminal, a driver or registered owner has 15 calendar days under Sec. 54-154 to pay the citation or, under Sec. 54-162, to file a dispute online with the city's parking enforcement operator, followed by a ten-day window to appeal a denied dispute to a hearing officer whose decision is a final agency action reviewable under Colorado Rule of Civil Procedure 106(a)(4).

For off-street commercial loading docks, the Land Development Code's Sec. 4-5-3-7 separately requires loading spaces to stay out of any front setback and off adjacent residential zones while trucks are being loaded.
