Section 54-174 defines "major recreational vehicle" to include boats, boat trailers, travel trailers, motor homes, tent-trailers, and hauling trailers. City council adopted the rule declaring that the extended parking of major recreational vehicles on any street, highway, or roadway is detrimental to public health, safety, and general welfare, treating the limit as regulation of community aesthetics. The 72-hour cap runs across any seven-day window, is cumulative rather than requiring three consecutive days, and applies whether or not the vehicle is moved from one location to another during that seven-day period, so shuffling the RV between spots on the same block does not reset the clock.

Subsection (c) separately bars using the vehicle for living, sleeping, or housekeeping purposes while parked on the streets, highways, or roadways within the city, regardless of how long it has been there. Because the section is written around "street, highway, or roadway," it governs public rights-of-way parking, not storage in a resident's own driveway or side yard, and it explicitly exempts any street or highway that carries a state highway designation within Arvada. The definitions section, § 54-170, separately defines "large vehicle" (trucks, semitrailers, dump trucks) to specifically exclude boats, motor homes, and travel trailers, so major recreational vehicles are regulated exclusively under § 54-174 rather than the large-vehicle rule in § 54-173.
