Where the county does have authority is on its own real estate: the Chester County Parks and Recreation Rules and Regulations prohibit stopping, standing or parking in any marked passenger or loading zone except for the expeditious loading or unloading of passengers or the delivery, pickup and loading of materials. Downtown loading zones, such as in West Chester Borough, are governed by that borough's parking code.
