Galveston County does not designate loading zones; that is a city street-management function. The City of Galveston sets loading zones and allows commercial vehicles to stop briefly for active loading or unloading. On unincorporated county roads there are no marked loading zones.
Because Texas counties cannot regulate on-street parking in cities, loading zones are created and enforced by the municipality. The City of Galveston's rules recognize loading and unloading as an exception to its residential commercial-vehicle ban, letting trucks stop where they otherwise could not. Marked, time-limited loading zones downtown and in the Strand district are posted and enforced by the city. League City and Texas City manage their own loading zones. Unincorporated Galveston County has no designated loading zones; only the state Transportation Code stopping and standing rules apply there.
Blocking or overstaying a city loading zone is a Class C misdemeanor citation and may result in a tow; there is no county-level loading-zone penalty.
