Posted on-street loading zones, where they exist, are signed and enforced under those provisions and any city public-works traffic designations. Off-street loading-area dimensions and placement are enforced through the development-permit process rather than parking citations.
Improperly located commercial loading or service areas are enforced under Development Code 21.07.080 through Community Development permit review and code enforcement. On-street loading violations (stopping or standing in prohibited spots, or in a posted zone) are civil parking infractions under SMC 46.30.070 and RCW 46.61.570/46.61.575.
