El Dorado County does not impose a general countywide overnight on-street parking ban, but in the unincorporated Lake Tahoe Basin and at elevations above 3,000 feet, overnight parking on County-owned roads, highways, and rights-of-way is prohibited whenever the Director of Transportation has declared a snow removal condition (Sections 10.12.180 and 10.12.184); state law (CVC Section 22651(k)) allows removal of any vehicle parked on a highway for 72 or more consecutive hours.
Overnight parking in unincorporated El Dorado County is governed primarily by the snow removal ordinances and by state law. Sections 10.12.180 (areas above 3,000 feet elevation) and 10.12.184 (Lake Tahoe Basin Watershed Area extending west to Strawberry through Tahoma and Meyers) make it unlawful to park any vehicle on a County-owned public road, highway, or right-of-way during periods when the Director of Transportation or designee has declared a snow removal condition, except in areas specifically designated by signs to permit such parking. The ordinances define 'park' as the standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaging in loading or unloading. California Vehicle Code Section 22651(k) authorizes any peace officer or parking enforcement employee to remove a vehicle parked or left standing upon a highway for 72 or more consecutive hours in violation of a local ordinance authorizing removal. Sleeping in vehicles on County property is not directly regulated by a countywide overnight-camping ordinance, but on US Forest Service land within El Dorado National Forest, dispersed overnight stays require compliance with USFS rules, and SNO-Park permits are required at designated winter recreation sites.
Overnight parking in violation of Sections 10.12.180 or 10.12.184 may result in citation, the officer requiring the driver to move the vehicle, or removal and storage of the vehicle under California Vehicle Code Section 22651. The fine schedule is established by the El Dorado County Superior Court; payments are processed by the Citation Processing Center and the Court's online services. Repeat or extended violations may escalate to abandonment proceedings under the Sheriff's Vehicle Abatement program.
