Lowell has no blanket year-round overnight street-parking ban for passenger cars, but Code sec. 266-74 bars long-term 'storage' or abandoned parking (a vehicle posted and left over 72 hours is deemed abandoned), several streets have 10:00 p.m.-to-6:00/8:00 a.m. bans, and snow emergency bans clear all streets within 6 hours of declaration.
Lowell does not impose a citywide overnight ban on ordinary passenger vehicles, but multiple controls apply. Section 266-74 prohibits parking a vehicle on a public way for a prolonged period so as to constitute storage or abandoned parking; a vehicle parked more than 72 hours after being posted on the windshield by a police officer is deemed abandoned and subject to fine and other remedies under sec. 266-132 et seq. Section 266-59 (Schedule O) lists streets where parking is prohibited between 10:00 p.m. and 6:00 a.m. (e.g., Amory Street) or 10:00 p.m. and 8:00 a.m. (e.g., Elene, Payne and Saunders Streets), and Western Avenue is no-parking 12:00 midnight to 6:00 a.m. During a declared snow emergency, all vehicles must be off the street within 6 hours of declaration or face ticketing and towing; the City offers free garage parking to residents without off-street parking until the ban is lifted, after which two hours are allowed for removal.
Storage/abandoned vehicles after 72-hour posting are subject to fines and towing under secs. 266-132 ff. Snow-ban violators are ticketed and towed at the owner's expense. State abandonment removal follows MGL c. 90, sec. 22C.
