Unincorporated Glenn County has no dedicated RV/boat street-parking ordinance, but the Unified Development Code (Title 15) limits living in a recreational vehicle. A temporary RV residence needs planning approval and a building permit and is capped at twelve months, renewable once for six months.
Glenn County addresses recreational vehicles mainly through its Unified Development Code (Title 15), not a street-parking ordinance. Section 15.59.040 (Temporary Use) provides that 'one mobilehome, commercial coach, trailer or recreational vehicle may be permitted, with approval by the planning authority and a building permit issued by the building department, as a temporary office or residence, after obtaining a building permit for the construction of a permanent building for the same use on the same lot.' That use is 'limited to twelve months from the date of issuance of the building permit' and 'shall automatically terminate upon the expiration or voidance of the building permit,' though the building department may renew it once for an additional six months if substantial construction progress has been made. The code defines a 'recreation vehicle' as a travel trailer, pickup camper or motorized home designed for human habitation for recreational or emergency occupancy and 'designed primarily not for use as a permanent dwelling but as temporary living quarters.' On the road, no commercial vehicle over 10,000 pounds gross weight may park on a county road fronting residentially zoned property within the Orland or Willows spheres of influence (Section 11.09.040). Boats and boat trailers are not separately regulated by county parking ordinance. Confirm parcel zoning with the Glenn County Planning and Public Works Agency before storing or occupying an RV.
Occupying an RV as a residence without planning approval and a building permit, or beyond the twelve-month (plus six-month renewal) limit, is a zoning violation enforced by the county. Code enforcement may issue notices and abatement orders, and the temporary-use authorization automatically terminates if the underlying building permit expires.
