Community Parking Districts do not exist countywide by default. Each one must be created, either by resident petition carrying signatures from 60% of addresses and covering at least five block faces under Section 82-5B-3, or by the Board of Supervisors designating an entire magisterial district. Where no district has been established, Article 5B imposes no street-parking ban. Inside a district, the definition of restricted vehicle in Section 82-5B-1 controls what must stay off the public streets: watercraft, boat trailers, motor homes, and camping trailers; any other trailer or semi-trailer, regardless of whether it is attached to another vehicle; any vehicle with three or more axles; and any vehicle with a gross vehicle weight rating of 12,000 or more pounds.

The weight prong carries one carve-out, sparing school buses used on a current and regular basis to transport students. The ordinance builds in practical breathing room: a restricted vehicle may stand on the street for up to 48 hours while loading, unloading, or preparing for a trip, and public-agency service vehicles are exempt at all times. Enforcement under Section 82-5B-2(a) runs through a $75 fine for each violation, and the vehicle can also be towed at the owner's expense.
